Pokemon shiny have odds like 1/512, 1/64 and even with these odds there is no guarantee that you'll get it. Shiny's are super random. shiny icons indicates that shiny for this monsters is released and it can be shiny.

You can either hold it on the catch screen until your cooldown is over or not do anything in game for minimum 2 hours (you will then be cooldown free) and wait for 1 to spawn, teleport to it and catch
Teleport alone does not cause cooldown #tips_and_tricks Cooldown Guide post
