So I'll tell you the reasoning
Atk stat corresponds to cp in the game.
Means a lower atk stat can bring a low cp while leveling up that Pokemon.
We can with lower atk stat create Pokemon on a higher level while keeping it under say 1500 cp
This will make additional bulk to that Pokemon. More bulk has better performance for pvp

@limber prairie just teleport doesn't cause cooldown. It's because of the previous actions like catching Pokemon, etc (check #tips_and_tricks cooldown infographic)

So if you haven't done any actions which triggers cooldown then you can teleport as many time as you want and shiny check and catch it instantly

But if you find a Pokemon which you want and you can still in cooldown then hold it in your catch screen and catch it after cooldown is over. The max cooldown time is 2 hrs
