depends on the location probably. I made pretty bad expierences with most places where raikou is live now. That's why I outside of events mostly rate in a city I roughly know where I can find people

Falinks is a new shiny and with odds at 1/10 or whatever it is people would save for that rather than the hundredth day of a raikou raid

basically you have to constantly switch from honolulu to the early raid day regions like nz, aus or japan ( past day to present raid day). Once you exhaust these passes play in present day. and after that hop from the next day to the current day (kiribati to ny, zargosa)
