You missed the earlier Singapore window, I think Zaragoza is better now, but I have not checked how many gyms have Ray
Depending on how many passes you have, you might want to do the NYC ones, which are plenty and will be full all the time, at least if my previous elite raid experience is any evidence
It's probably the only city legit elite raiding actually works, but even then it promotes driving, which is counter-intuitive to pokemon go's walking promotion

The ivs have a floor of 10 so anything between 10-15 for each stat is possible. That will then adjust the cp
