As a non-ticket holder, I just did around 60 raids for classic Dialga and Palkia. Just 1 Shiny. Palkia is a pain to catch and no shinies in my 40+ raid run.

Classic can be, its origin that cant be shiny for non ticket holders but classic have been in raids many times and will return at global (and in the future at some point undoubtedly)
