As for the other 2, probably go to hotspots and walk around, like what you're doing in Zaragoza for Baile. Sensu most likely in Japan (Tokyo or Osaka).

It’s a complicated topic. If no eggs spawn (as in, never any levels of raids) then whomever owns the property the gym is on provably contacted Niantic to have raids blocked from the gym. If it’s just no elite raids spawning at the gym, it’s because the gym isn’t classified as an “ex-raid” gym. No amount of play can change the gym type. Ex-raid gyms can only be in “parks” (another complicated topic as it has to do with the OpenStreetMap tags - based on a 1-2+ year lag)
