Most likely had them all stacked waiting for the next time shadow mewtwo was released and then they announced Shadow raids made everyone who had them stack shift to waiting for a good pokemon to actually use all of them

I can never remember the exact time for the leaders and Giovanni to officially switch on the ground. I know for balloons it's midnight the day of the event. Is it the next day for the full switch?
