they're decent in the sense that you can get different types of high cp pokemon for pretty cheap. personally i wouldnt spend stardust to level them up, just find high cp high iv pokemon and evolve them

I know teleporting doesnt cause cool down but trying to catch a pokemon does so do i open the catch screen afger Teleporting, then wait the cool down time before catching?

If you have recently caused cooldown and teleported elsewhere to something you want to catch, hold it on the encounter screen until your cooldown has expired. Then catch and the process begins again

The app probably informs what the cooldown between points would be. If you are sure you have done nothing for 70 mins ( to be safe) then you can catch

It depends how far away from the point you triggered cooldown you want to play. Up to a maximum of 2 hours. If you know the coords of where you caused cooldown and the point you want to play, you can check cooldown time in #bot_commands . See pinned messages there for instructions
