IMHO, I think updating the nest list once per scheduled/normal migration (every other Thursday at midnight UTC) should be sufficient, regardless of other frameshifts caused by events, if there was education on how event frameshifts can cause nests to slide over to the next species ... for example: if someone is hunting Growlithe, and they can't find any Growlithe at the reported "Growlithe" nests on the list, just check the nearby species nests in Pokedex order, so Paras and Bellsprout for Northern nests or Meowth and Drowzee for Southern nests.

Some partially accurate nest data is better than no nest data at all.
