You can catch but it would put you into cooldown where the raid is. If you're going to be doing multiple raids i would advise following the bots ( #raid_2 for example). The cooldown is short between the raids

I am not sure if there is an easy way to get best buddy but here is the system I am doing. I am on the same step as you and I did not have any best buddy.

1. Identify 10 Pokémon you want as best buddy.
2. Start by “playing” with one, take a snapshot, feed 3 berries, fight in gym 3 times and spin a new pokestop. (9 hearts)
3. If you have time walk the 2km to earn 3 more hearts but that takes too long.
4. Switch to your next buddy and repeat step 2 and 3.
   Also since you get 20 swaps a day you can go back to each buddy twice to feed them and each one additional heart to get 10 hearts per day
