Because the game gives you a fake location inside game. If you teleport before you can make the game think you are not in china but you are in russia for example

Yea because the game registered you were in (wherever you were) and its not safe to teleport while you are in game you just have to be fast enough to teleport before game has loaded or else you get a strike.
