Ok, make it short & simple, while in Pago Pago🇦🇸, yes you MUST wait for all mons to spawn up then only we move to another location, take 🇰🇮 as example, so soon after moving to 🇰🇮, if the coodrs you key in, is already at the GYM where having the active UB raid, as soon as you reach that GYM, IMMEDIATELY tap on that GYM(MUST NOT WAIT for all mons spawn up), the pass will drop for you!! But then, let say when you reach 🇰🇮 , then only you busy looking for whether which GYM got the UB available to raid, that'd probably already takes time like 1 minute perhaps, WITHIN that period, you'd see all the mons already appear even at your "nearby bar", then if atm you tap on any active UB GYM, you absolutely gonna get the 27th passes(No more yesterday passes)!

The most important point or keyword you should REMEMBER, when in Pago Pago🇦🇸, YES! You MUST wait for all mons successfully load up, while in event actively held location, NO! You MUST NOT WAIT for all mons to load up(even better as soon as you reach the raid GYM & immediately tapping into the GYM, no mons load up yet & your nearby bar showing empty still(yet to load up), there you'd sure get the 1st set of all raid passes where most people fail😉

From 1st location when you jump to another 2nd location where the date is different, you then "see" in 1st few seconds(less than 2-3 seconds maybe, before nearby mons load up) NO UPDATE for both mons catches or pokestop spinning, this explains that "it takes time to update timezone", hence getting extra daily raid passes during special event is consider 'we mess up the timezone system to take advantage on it'; you see each mons we caught tagged with location name? This means Niantic's system already setup in which active event location the GYM you tap, you then get raid pass & set the limit number to obtain per acc, so that's all for what if you get confused all these while on getting extra daily raid passes stuffs😉
