Giovanni is timing sensitive. Your first pokemon needs to get his first pokemon out of the way, the 2nd one partially damaged and most importantly get him to use up his 2 shields. After that between your 2nd and 3rd pokemon...you need to burn him down quickly. I have won barely a few times.
