If you are struggling with the jungle, find a nice pathway and open areas, listen. If there are tons of enemies what I do is just run as fast as I can past them until I am safe

for bosses like moon lord where the damage from single attacks is high but you'd get hit less often, the shell is better because it gives time for the beetles to regen and provide damage reduction, the damage reduction from the beetles increases the longer you don't get hit so its not very helpful if you're getting hit all the time when fighting things like events so its better to have more damage from the scale mail in that case.
so making both is best but if you had to choose one get the shell
