On the old device, just go to File Explorer, My PC, type My Games in the search bar to the right, go to Terraria, Characters, and you should see your character. Move the file to whatever the USB tab is labeled and you can take that pupper out. In the new device, take the character data and put it back in the Characters tab after repeating the File Explorer steps.
