if you explore the sky islands, you can get the fledgling wings from chests sometimes

or if you fish up sky crates in the sky/space layer

they can give you those wings

if you're in hardmode, you have to craft most of them with souls of flight (from wyverns) along with other ingredients

some good ones can drop from bosses
