Light level does not help spawns here, if you want to reduce spawns you will need nearby town npcs, the more you have the safer the place gets

Waterleaf grows over time on top of any vacant sand block. Look out for any little green stalks growing in your desert and don't break them. They should bloom when it is raining, you can see they are ready to harvest when they turn blue.
You can break them once fully grown when it is not raining to get the herb, but you will not get seeds. If you get the seeds you can plant them in pots or planter boxes and grow your own, saves a lot of time to have all the herbs in one easy place
