I think I'd been running into a bug on the Skyblock world where if you move around the dungeon bricks in a certain way, the old man just won't appear.
To fix it you have to either use TEdit, or remove all the dungeon bricks and walls and then save and reload the world, then he showed up within minutes.

1.4.5 broke compatibility between tmod & vanilla. That does not impact your ability to play with mods, it just means modded continues to use version 1.4.4
Once tmodloader updates to 1.4.5, there will be a period of time where mods will need to be updated from 1.4.4 to 1.4.5, but there are development branches to allow modders to begin updating before the official release, so that shouldn't take too long.

the Cool Whip should be craftable, though it requires a Frost Core from an Ice Golem.
you could also try refighting the Wall of Flesh to hopefully get the Firecracker whip, which works very similarly to the Starcrash (where their effects benefit from your minions having high base damage)

and if you use explosive trap sentry, with the armor set (hardmode sadly) it adds oiled, which makes fire debuffs, like frostburn, deals an extra 25 damage. being 75 damage a second
