Your game is lagging because starting from Terraria 1.4.5 it switched from OpenGL to Vulkan, and your PC doesn’t support Vulkan (if I understood correctly), because I have the same problem myself.

Are you sure about this? According to changelog, something about Vulkan is mentioned in version 1.4.3 so it would have been used back then already. I think the engines of games uses more than one thing, since it can always fall back to DirectX since Vulkan might not work for everyone
