Are you referring to:

1. The minimap being fully reset for a player
2. The map being partly reset
3. A full reset of the entire map like as if it was freshly created

So it seems like your world file is not being overwritten when it is supposed to, if you are using a cloud service provider with access to your documents folder, this can be a cause of this. Otherwise your terraria may lack the permissions to overwrite the files.

Is there any restriction on where ores can spawn? Can they only spawn in "natural" untouched tiles?

I think the only natural gen vs handpicked distinction in worldgen is for Walls, and that's to determine if enemy spawns trigger (Like dungeon or spider cave walls)

when generating a world, skyware chests are generated with these items in order: shiny red balloon --> starfury --> lucky horseshoe --> celestial magnet and any extra chests past that pick one of the items randomly

since small worlds can only have 3 sky islands, celestial magnet never generates in any of their chests
