Drills better if you have no mining speed bonuses (eg, cake, mining potion, food, mining armour, ancient chisel, etc), otherwise you should always just make the picks.

I've been working on a mod which rewrites various aspects of Terraria which have seen a lot of complaints or input from the community as a whole.
Many mod developers have mentioned that NPC behaviour is something they'd like to see structured somehow, since the vanilla AI tends to be somewhat boring and it's not a great thing to have every other mod recreating the AI in its entirety. Additionally, many mod developers have expressed interest in non-constant hitboxes, since Terraria's method of handling them makes melee combat exceptionally awful.
Again, other things have been mentioned and plan to be addressed, but the main goal or priority is the above. Players and developers alike have expressed intrigue with the changes thus far, and hopefully that continues to be true as more changes are made.

Fine build. A Berserker's Glove could be considered instead of Fire since the extra boosts of Mech and Fire do not apply to Whips, and you could upgrade the Hoverboard to Betsy's Wings if you're post-Golem, or use Empress Wings instead. Perhaps a Celestial Shell/Moon Stone could be considered. This is already a great build, however.

Swapping to berserker does help a bit at least, even if not in damage. Celestial shell / summoner emblem would be higher damage boosts, celestial shell being overall a lot more useful. You could also use Star veil for survival in that slot

Depends. Shadowflame Knife is probably better for bosses because it doesn't pierce, but bounces instead, while Flying Knife can sweep crowds and does alright against Destroyer as well.

I think the devs could remake the Stardust Cell Staff into a sentry summon rather than a minion summon. If I remember correctly, sentries were added after the Moon Lord / Celestial Towers, right?

I'd either rework them into a whip or add third tier Fragment weapons and place a Stardust whip there. We can still have an ML whip with some crazy effects to play with.

I wouldn't consider either an upgrade; more of a side-grade.

Meteor has higher damage boosts, but it's mainly used for its set bonus with the Zapinators or the much weaker Space Gun. It can even be used in Hardmode with the Orange Zapinator provided you don't mind the low defense. Jungle has mana increases and conservation.

Its possible to get every achievement on a single world as long as you make the world with a special seed

You can improve mana efficiency and use Adamantite, Titanium, Crystal Assassin, Forbidden and similar armor sets to great effect, but you don't have to run any mana accessories whatsoever with Meteor, and it has 27% extra damage with the full set. You also never trigger Mana Sickness, so your damage is never reduced by having to activate a mana potion.

Let's assume critical strike chance and damage are equal for this

Meteor armor has 12% less damage than Adamantite armor. Adamantite also increases max mana by 80 and decreases mana consumption by 19%. It also has 16 more defense than Meteor, so you can afford to get closer to the boss than with Meteor.

Mana sickness is 25% after you consume a potion scaling down linearly to 0% after 5 seconds. If we assume you are consuming a mana potion every 10 seconds, then you'd have an average damage reduction of 6.25%(multiplicative with all other bonuses). You need ~double vanilla damage for this to even out Adamantite's damage advantage alone, not to mention the defense.

Oh, and this can be completely negated by just a single star statue

If you've calculated the average critical hit chance boost into this, then this could be the case.
The raw damage and critical chance is 27/0 and 20/19 for Meteor and Adamantite respectively.

I'm going off of these kill times sent to me by Jason, the creator of the Guide, against the Twins. It's also placed in a lower armor tier specifically because it's less intuitive and generally less practical than the armor sets in the Best tier, but it does have a niche, just like the other sets in the Good tier.

The argument of "true melee" is hogwash. Too few people agree on a given concept, and that's because the name itself isn't helpful to the majority of players.
If you're wanting to creatively restrict your options, you make the rules in your own playthrough; if you want to allow something but disallow something else go for it. If you're trying to establish rules in or for a group or community, talk with them.

If you want source input: it's defined as the item's melee hitbox in use, which neither of those have. Here's what you can look for if you want to verify this, yourself:

1. Repeatedly Summoning her and using up Minion Slots
   Same as Desert Tiger Staff or Stardust Dragon Staff

Or

2. When you enter Hardmode, she gets an automatic permanent buff
