The Pumpkin Moon can be summoned whenever as long as it's night, as the crafting materials just require beating Plantera to unlock. Even if it was exclusive to the actual Halloween event, getting to Wave 15 unlocks a day of Halloween to grind for it.

She dies pretty quickly on all but the highest difficulties and the health and speed increase (on FTW) are the only real changes. The patterns stay the same between difficulties, so it's mostly a test of surviving long enough to deliver the kill and not get killed by her warps.

Most of my deaths came from telefrags. Even though I grinded for RoD mostly for this fight, I didn't use it during my successful clear as it seemingly invited her to zoom into me and didn't free me from death by projectiles whenever I used it.
It took me about 22-25 attempts.

I didn't want to activate OOA Tier 3 because I didn't know how hard Betsy was going to be. With anti-OOA hoiks, it turned out to be easy, but I still grinded the 2nd tier to have enough medals for Valhalla Knight, although I still used mostly Terra Blade with Beetle armor anyways.

Flying Dragon is a great beam sword with higher DPS potential than Terra Blade, and its projectile goes through walls, but it's not nearly as large or as fast as TB. Both are very versatile, with Terra Blade having an edge in crowd control such as during invasions, and Flying Dragon shredding the event bosses like the trees or Pumpking.
It's also great for Cultist and even Moon Lord because of this.
Betsy's Wrath is another really nice reward thanks to its massive defense reduction, no matter what class you play. It stacks with Ichor and other armor penetration effects.

Definitely go for the Chain Gun, as the Megashark is outclassed by this point. Its accuracy can be compensated for with Chlorophyte Bullets.

Given its shape, it shouldn't be able to aim straight upwards, but who knows. Also depends on base placement. So far, I've never had an issue with the biomes generated messing with my towns, but you can alleviate this via Sunflower stacking.
