You can buy it from any NPC that has a shop provided they're happy enough and don't dislike the biome they're in. The type of biome they're in affects which Pylon they'll sell.

from what I can read, Deerclops would've spawned the NPC with special data (to be more precise, a floating point number, which, if you don't give it any, such as spawning it with cheats, is 0. Deerclops would've spawned it with said number being its index in the NPC array). the unused npc would've used that number and it would attach itself below the NPC that had the index of the special number. It's coded to instantly disappear if the NPC is dead or isn't deerclops though.
