This game really doesn't really like to explain itself. Check the guide NPC for help, his dialogue was majorly overhauled a few years ago to include every major part of progression. So if you're stuck, talk to him and press help. If it's something you already know, just keep pressing it's guaranteed that it will tell you about something you haven't done because of the way his dialogue is coded.
