Well you only get RoD from 1 enemy, but hallow key is from any enemy so spreading the rates across everything killed it goes a long way to closing that gap.

If you combine multiple things that allow lava fishing, the hooking time is significantly reduced, so it can take a while with just the bait, though it'll work
