In terms of raw dps, mini nukes are definitely better
But all the secondary explosions from clusters give them a larger total blast area
Which may give them an edge in crowd control? Maybe?
Something important to note might be that you can get a lot of knockback value from the clusters
If they hit enemies multiple times it might stop them in their tracks, or just slow them down
But I haven't used clusters enough to know if it actually does this
