The Angler and some seagulls showed up in the Snow biome and I have absolutely no idea what counts as "surface" for his quests, there's a group of surface-like caverns in the middle (where he's currently living), with massive Glowing mushroom biome (that's oddly easy; no Spore Bats or Spore Zombies) below and normal glowing mushroom above . . . spawn area is a weird ash biome and not normal underworld. there's nothing there but Ash trees and pots tho.
