depends. Flower of fire gives awesome dps up close so its greatt for close range fights. Hard to use in boss fights however. waterbolt is really good at crowd control and good for bosses

Yeah, tackle bag components and fish finder components are separate, although making sure you dont have an angler tackle bag or all three components when you turn items in does raise the chances of you getting fish finder components, since it rolls for any tackle bag item instead of rolling for all 3 components individually
