you can sell any dye plant to the merchant for about 23 silver, which is what the bug net costs. Break some rocks on the surface and get worms, combine with fallen stars to make them better. otherwise gather up some mud and a jungle grass seed from breaking plants. jungle plants have decent bait, once you have enough mud, build a sort of area for growing a bait farm.

put a second layer above it because the uppermost layer will grow trees. make as many layers as you need to have constantly respawning plants for bait. keep it a few screens away from spawn because you don't want jungle bats constantly spawning nearby. once you get some fishing done you will have enough crate bait to put away your jungle caught bugs.

and make a better than wood fishing pole at your first chance, 8 iron/crimtane/demonite bars is enough. from that point fish up either a desert or jungle rod, after that, you can buy a mechanics rod or sitting duck from the traveling merchant, lastly keep doing fishing quests for the best rods in the game, golden rod is peak.
