Menacing or lucky, as because the low damage threshold of the blade staff, 28% more damage might not deal as much damage as 28% more crits. maybe more crits would increase overall damage

As they also hit a lot in a short period, allowing for multiple crits to happen

This also come with the downside of having very low lows where you get unlucky get 0 crits for a large amount of time

But with the upside of higher highs

It also depends if bonuses from armor sets and accessories, as some might give you better crits, making reforging all accessories to lucky viable. Getting a very high grit change with also damage ups from armors might make lucky a better choice
