1. Go into the house where you want to move the NPC
2. Open up your menu and go into the housing sub-menu
3. Pick the NPC you want to move, so that their "Head" is on your Cursor/Mouse. If you want to do a housing query, select that and make sure the ? is on your cursor.
4. Press the "Switch to World" button. It may be Triangle, but it should be at the bottom of your screen.
5. Then use Right Trigger, or whatever you have set as "Use Item" while mousing over the house you want them to move into/housing query. This will assign them to that house/check housing validity.
