Try making an artificial jungle biome near the edge of the ocean

Jungle has naturally high spawn rates and that's how I got both Cattiva and Foxparks within the same hour or so

2. Yes it will work for sky island as well i think you gotta plant some corruption or crimson seeds tho and purify it make sure to have the npc too
