Spawns randomly in a blizzard, I think maybe at night. However, you could also use lenses and evil ore along with some flinx fur to craft the boss summon at an evil altar. Flinxes spawn in the underground tundra on non-snow or ice blocks, so staying near an underground tundra house should get you some spawns
