It sounds like your world does not have the proper seed and you will have to create another open world in order to find one. Sometimes they are deep deep down and other times they're so close to the surface that you could use something like a star Fury to find or see the shrine itself

You would need a hollowed key and a crimson key in order to get those two items. Is it just that you can't get one because your RNG is as malicious as mine? Or is it because you have yet to beat plantera?
