once you defeat the goblin army, the tinkerer will start spawning in the cavern layer which is the layer mostly in the middle of the world. He will sometimes spawn around you and if you find him, talk to him to unbound him and he'll thank you. Once that happens he'll move into any vacant home at night

Yo! i found this tip for easy pylon. Its 4 steps:

Make house in appropriate biome
Assign the house to NPC who like that biome and sells stuff
Kill them so they get there faster(for far away travels like ocean, they still go to assigned house)
Build another house, assign to random pet, and enjoy your new pylon
