that is due to how damage and crit chance interact with each other
for the best damage, you want to balance your crit chance with your damage bonuses

so it's relative, like if you had 60% damage bonuses, but only 30% crit, you would want Godly more
but if you had 30% crit but only 10% damage, you would want Ruthless more

keep in mind though, mathematically, this is how it works, but in practicality, you really won't notice much of a difference, since this is mostly just a lot of min maxing that gets you like, half a second of time save on boss kills
