Nope, Rod of Discord becomes available when Hardmode begins. I think what you mean is the Rod of Harmony. Rod of Harmony, when used, it doesn't apply the chaos effect so you can freely use it as many times as you want. Rod of Harmony is a post moonlord item, and to get it you need to shimmer it with Rod of Discord

In order for Planter Bulbs to spawn, you need to be in a Hardmode world with the three mechs defeated. Planters Bulbs can be found in Underground or Caverns of the Jungle. I'd recommend a big arena for the fight but not too big to the point where ur arena isnt a Jungle biome anymore. For the Plantera fight, 1st phase, just circle Plantera its that ez, 2nd round, be careful since Plantera becomes a lot faster and she has those "tentacles" that she put in the background wall to hurt you more.
