The way i beat him was:
waiting for 4:10
Summon him
when he becomes daytime enraged, go at max speed on the minecart (he just barely misses you)
Keep shooting him with A LOT of bullets and a mega shark (everything does 1 dmg so attacking him fast is priority)
He doesnt spawn skulls neither dark casters because enraged skeletron doesnt do that
so basically you spend a long time attacking him but making sure you cant get hit at all
as long as you go max speed (66 mph) he wont hit you
