In order to catch worms, you must have the Merchant in your world. He sells a bugnet, which can be used for catching worms. Worms are caught by breaking rocks on the forest surfaces, you can also get grasshoppers by doing this if you break a certian type of grass, however grasshoppers are less effective in bait. If you craft worms with some fallen stars, you can get an Enchanted Nightcrawler, allowing for even more effective bait.

Golden bait is by far the best bait besides Master Bait, which can be gained by doing fishing quests with the Angler. However, Golden bait are hard to find. They can be recognized as golden insects such as Butterflies, Dragonflies, Grasshoppers, Ladybugs, Water Striders, and yes, even Worms, however I don't think you'd want to use Ladybugs as bait. The Lightning Bug that spawns in the forest around night are also a good bait alternative if you can find them, along with the Purple Emperor Butterfly, Red Admiral Butterfly, and the best one, Tree Nymph Butterfly. The Buggy, found in the jungle when breaking grass or background plants, also is very effective, more effective then the worms.
