You don’t need to beat Skeletron to find a Water Bolt.

Just find a world where it spawns just high enough, run into the Dungeon, hope you don’t die long enough to grab it, and then warp out.

Dungeon Guardian overrides all dungeon spawns pre-Skeletron

Except in the drunk world.

You might have better luck in a drunk world, since the Dungeon entrance is much lower than normal, thus causing the Dungeon Guardians to spawn much lower than usual too.

Which does make it possible to fight normal dungeon enemies pre-Skeletron.
