1.4. On consoles is the typical "soon when its done" my guess is sometime before april as most of the feature and patch announces were a few months before release. Then again we don't know if they can manage the whole crossplay thing and if they would still release 1.4 without it...

Why? Porting saves would be just as easy via cloudsaves/account just like the character. Its already a thing on PC/Switch just log into your steam on another PC and grab tue cloudsave
Same with switch its linked to your nintendo Account cloudsaves

Last thing I tried was playing the game without any armor^^ actually was pretty easy with guns on normal (luck drops and accs) then on expert I started to struggle a little in early HM as I had to kill WoF a few times for a clockwerk and was wrecked badly by the mechs and pillars xD
