It can happen even if you don’t meet the conditions for natural slime rain in Expert Mode and above.
It merely becomes more common at the point where they would start to have a chance of happening.

That happened to me before when I got near the ocean in one world

Yeah, that happened to me too when I was fishing at the ocean. If you’re on a remix or Zenith world, King Slime can also spawn when you slay a normal slime after meeting the same conditions that slime rain requires.
The best part is that he just shows up without warning. No ominous message that precedes his spawn, just “King Slime has awoken!”
