NPCs will also increase the spawn rate of critters (like frogs).

So building a town on the surface jungle could be a good idea.

Water Candles will also increase spawn rates in general for both critters and enemies. If you build a big enough town to stop monsters from spawning and then put a water candle, you’ll get lots of frogs.
