Yes it would be especially as most of the time parents aren't checking games for eula and privacy policy's so they most likely won't know about those changes and anyone under 18 (might be 16 though in some jurisdictions) can agree.

It's got so many layers it's like an infinite giant jawbreaker that explodes if you get something wrong.
