my rough guess is it just increases damage of phial attacks

savage axe can only be triggered by either a mount finisher, focus strike and 1 other attack that i cant remember... it cannot be triggered any other way afaik
however while its active your phial consumption is halved for attacks that consume phials...
except SAED i think that might still consume all of them still

except if its from a guard point
first you must AED then SAED immediately after
and i think AED only consumes half a phial

and lastly... power clash
triggered by guarding a certain amount of attacks
(it builds up an invisible meter in a similar way to mounting)
