the devs arent overworked and have to think about a lot more stuff than just oo new stuff, and its been seen what (could) happens if they don't (parrots and cookies, fireflies and frogs) and are aware their game has influence
with how big the game is, adding stuff could quite easily have edge cases that arent found until later, and then patched out (horses leaving the atmosphere when swimming in a snapshot) but of course it depends on what is added or changed, a block probably isnt gonna make endermen clip into stairs)
and that mojang doesnt overwork its employees which has become the standard and is why newer games are so buggy and unfinished
