Apparently there's not a maximum number of torches that would prevent torch god from starting, so I guess it's not that you have too many.
Only other potentially relevant condition might be if you have torch god's favor in your inventory? I assume torch god didn't happen in the last 6 minutes anyways.
If not that, I'd reload the world. It used to get stuck sometimes.
