Dark Harvest is typically on path for Summoner unless you're specifically playing only with sentries as you'll want to get stuff like Spooky Wood or Necromantic Scrolls. While Duke does have good loot, for summoner in particular it's more out of the way than Pumpkin Moon.

Eel is still a fine whip but Dark Harvest is more on path. As for the progression tierskips from the loot, entirely up to the player if they choose to do it because it's purely optional content. Not everyone wants to do duke pre-mech & even people who have done it pre-mech before can definitely get bored if they do it too much & avoid doing it.

Duke's gear isn't "technically" post-golem, but it's fight (e.g stats) & loot is tiered as such, it's just not specifically locked behind Golem.
