I've seen like 3 people report this now and it very much looks like a bug
when the game runs on low fps
the game starts intentionally only updating a few objects per frame
so it can bump the player fps back up
the math to calculate that might be broken however

does that help significantly....?

its either everything is bad
or the level runs bad but the player is fine
