the shape drawing tool, it lets you place things like planes, quads, cubes, etc.
you should place a quad and stretch it to cover the bottom of the bridge.
then you can apply the material to it, you should be able to find it by searching "clip" or "tools clip" in the materials tab
the tools clip material will not be visible in-game, but the game will recognize it as walkable ground
